72a1c71e07 Implement a framework to handle wxUpdateUIEvents for tool actions 
This allows for the tool framework to keep track of a universal
set of conditions for the UI state (enabled/checked/shown) for
controls of actions. It removes the need for the main menubar
menus to be CONDITIONAL_MENUs and be rebuilt on each open,
and instead makes the updates of the check and enabling of
items handled in the native wxWidgets way.

This commit switchs the 3d viewer and kicad project manager window
over to this system.

0975f3817a Fix project handling in eagle project import and ensure the titlebar is correct 
Previously it didn't properly close or create a new project for the
Eagle project.

Also, update the titlebar text whenever the project changes (so it is
cleared properly when a project is unloaded).

c18cab6154 Revert "Set DoubleBuffering to reduce flicker" 
This reverts commit 106259f6e6b3e896ee2190195747df753ed308c8.

In its place, we set double buffering to only menubars in an attempt to
find a soluton to #4785

9d0ea66a96 Don't use the accelerator table in the menubars

879a8f4efb Rework the file history menus to not need references to the file history 
Keeping a pointer to the actual file history inside a special
file history menu led to many cases of use after free crashes,
so instead rework the actual file history to add the menu
items.

6662891f34 string update: Help->List hotkeys 
The hotkey name "Help (this window)" does not describe what the hotkey
and associated action does.  It displays the current hotkey list, so the
action name should reflect that behavior

86a801aabc Allow updating of file history size on the fly. 
Also updates the file menu IDs so that we can actually handle
more than 9 items in the file history.

Also adds configurable file history length to the other gerber
files (zip, drill and job).
