0b2d4d4879 Revise Copyright statement to align with TLF 
Recommendation is to avoid using the year nomenclature as this
information is already encoded in the git repo.  Avoids needing to
repeatly update.

Also updates AUTHORS.txt from current repo with contributor names

edf13bdfd0 Add a layer pair preset list 
This will later be used for a quick switcher UI. This commit
adds the data structures, set-up UI and project file persistance.

5d4b4f39ec Allow PARAM_WXSTRING_MAP to behave as an array. 
In particular, overwrite file contents with current
contents of map rather than merging.

75c6b0ab28 Added IPC2581 support 
IPC2581 is a modern production file exchange system.  It provides
single-file data output for an entire board including BOM and netlist
information.

56752e9bad Move some MRU paths from app to project. 
Also augments Save As path updating to handle these newly-moved paths,
and to handle absolute paths that point into the project directory.

168ad58eef Convert strings to wide when using wxString routines 
WxString does not allocate space for wide strings needed during
conversion unless the string is explicitly wide.  This can cause buffer
over/underflow

f089cf44a7 Allow a 0 pin-symbol-size. 
This is particularly important when reading legacy projects as 0 is
what signals the painter to use the old algorithm (1/2 pin name/number
size).

1df765af44 Reset the read-only flag when performing Save As 
The new location is checked for writing and so we shouldn't keep the old
flag when changing project locations

9e6a1225db Catch exception when creating app settings objects 
These settings objects could be created in a constructor/destructor
so we should catch the exception since those are noexcept.

Also change the settings trace to match the other kicad traces
as KICAD_SETTINGS

20211eed49 Unroll a level of prefs for fieldname templates.

df4226f896 Settings management: try to fix full filename issues when using non ASCII7 chars. 
The fix convert all std::string storing a path to wxString (unicode support)
wxString were already used at many place to store paths, but not all.
For internal calculations mixing char strings and wide char strings is a recipe
for bug: any missing conversion between UTF8 and wxString breaks paths.

c0aa6965de Migrate PcbNew project settings to new framework 
Various architecture upgrades to support this.
Creating a BOARD now requires a valid PROJECT, which caused
some (mostly transparent) changes to the Python API internals.

ADDED: Project local settings file
CHANGED: Board design settings are no longer stored in PCB file
CHANGED: Net classes are no longer stored in PCB file
CHANGED: Importing board settings now reads boards, not just projects
