b3248095e8 Pcbnew: add bezier editing tool 
Adds the initial implementation of bezier overlay
(assistant) and geometry manager. This is only
implemented in Pcbnew - the code is common, but
eeschema doesn't currently use it for any shape.

67b6ba33d3 Pcbnew/FPedit: Make orthogonal dimensions the default 
Aligned (free-angle) dimensions are much less common than
H/V ones in most PCB fab drawings and footprint drawings.

edf13bdfd0 Add a layer pair preset list 
This will later be used for a quick switcher UI. This commit
adds the data structures, set-up UI and project file persistance.

db457f52fa Move layer presentation logic to a separate class 
The separates it from the LAYER_SELECTOR class - deciding
what color a layer is (say) is separate to managing the
actual selection of the layer. For example, sel_layer.cpp
only needs the presentation logic. This also makes it eaiser
to compose rather than inherit.

Additonally, break out the layer pair swatch function
to this class.

This will also be needed by the layer pair manager UI.

67d6e6afdf Only update net inspector when panel is shown. 
Pcbnew can hang for a long time when undoing operations involving
large numbers of board items. This provides an interim workaround
(and replicated the behaviour of the search panel) by only
computing track statistics updates incrementally if the inspector
is displayed.

a763d613e5 Move Net Inspector dialog to a widget panel in pcbnew 
Introduces some updates to the inspector, and a number of bug fixes:

- Correctly handles changes in board stackup
- Correctly handles unit change events
- Correctly handles language change events
- All layout / panel settings are stored to the project settings
- Retains ability to create net report
- Simple filter searches on net name and net class name (stored in settings)
- Allows hide / show of columns (stored in settings)
- Grouping by netclass (stored in settings)
- Optional filtering by net name (stored in settings)
- Optional filtering by net class (stored in settings)
- Custom grouping by net name match

420cadab34 Separate meander settings from target length/skew. 
Settings move to Board Setup, while target length is sourced from
the custom rules (or a text-entry dialog if no rules are active for
the track).

Target skew is sourced from the coupled-trace-length minus the
trace-to-be-tuned length.

d2cc252fc7 Move via/track/grid selection widget to wxComboBox 
The wxComboBox drops nicely from the top of the screen, showing the full
element list, opposed to the choice widget that centers the selection
and places the list off the top of the screen if there are many
elements.  This was broke for MacOS until wx3.2

21a7e050ab REMOVED: PCB Editor Layer Alignment Target 
No longer used by modern PCB processes.

Only the code to add the target to the board has been removed. Parsing
code for existing designs with targets is left in place.

28b279cb2d Units cleanup. 
It's 2021.  Time to move beyond ASCII.  This also makes spacing of
units consistent (space before abbreviated units, no space before
symbolic units).
