Revise Copyright statement to align with TLF

Recommendation is to avoid using the year nomenclature as this
information is already encoded in the git repo. Avoids needing to
repeatly update.
Also updates AUTHORS.txt from current repo with contributor names

Simplify code.
...
DrawAllCameraCulled() can handle up to 4 knockout lists, and any
of them can be null, so don't dance around how we call it.
