This is (now) fairly easy to slot into the PCB point editor
framework.
In this mode, the endpoints adjust only the endpoints on the existing
radius. Radius can ve changed with the midpoint point. The center
point moves the arc, as in the "keep center/adjust radius and angle"
mode.

While it's still session-limited, this means you don't have
to restart to get your locking ability back.
Finer-grained locking enablement probably makes better long-term
sense, but this at least prevents "gun shyness" about a setting
you can't turn off again easily.
Also it gets a bool's-worth of application configuration state
out of a dialog (it was a static).
Very minor tweaks:
* "When creating tracks" -> "When routing tracks"
This setting affects the router tool, but not, say,
copy/paste or other non-router ways to create tracks.
* The 'Snap to tracks' setting also toggles snapping to
vias, so say so.

Moves apply defaults settings to Board Setup (where they were
duplicated anyway due to an earlier botched merge).
Modifies the apply-to-graphics algorithm to skip copper shapes.
Modifies DRC library check to skip STROKE_PARAMS for non-copper
shapes.
Also moves the settings from Board Setup to Preferences > PCB Editor.
Also collapses Track Drag Mode from radio buttons to a choice menu to
save space and allow it to be with the other editing action modes.
Remove some useless spacers, and do not force some widgets to have a to
large size (by removing empty areas).
Work in progress: one panel is still too big.
This is for the out-of-box experience for novice users. It is presumed
that folks with larger more complicated boards will turn it off.

This assigns the "Tab" key to a general pcbnew 45° limitation. Limit
can be enabled/disabled using context menu as well.
Removed the user preference for 45° limitation on graphic lines as that
is overlapping with the general limitation, which is not an editing
preference so much as a temporary adjustment to tool action.

It is still possible to move a pad independent of footprint through
the pad properties dialog. This is a much more conscious decision
than using the move tools.
ADDED: "Allow free pads" preference setting in pcbnew, default to off.
When enabled, allows moving unlocked pads independent of the footprint
(i.e. previous behaviour). When disabled (default), any attempt to move
a pad will move the parent footprint instead.
REMOVED: "Lock pads of newly added footprints" preference setting in
pcbnew. (Pad lock state is now loaded from the footprint definition)
CHANGED: There are now only two possible lock states for a footprint:
locked and unlocked. The lock state of the pads in the footprint is
now independent of the footprint lock state.
Also fixed a latent bug that would allow a pad to be moved when the
parent footprint was locked (see m_selectionTool->RequestSelection
lambdas in edit_tool.cpp)
