Revise Copyright statement to align with TLF

Recommendation is to avoid using the year nomenclature as this
information is already encoded in the git repo. Avoids needing to
repeatly update.
Also updates AUTHORS.txt from current repo with contributor names

Add context menu to GAL DRAWING_TOOL, including the zone menu
...
Includes a tiny class for scoped set-reset of a variable, which is used
here to store the current drawing mode.
