e8cec41355 ADDED: Indication of filter blocking 
If the selection filter has blocked all selections under the cursor,
show a subtle flash on which filter(s) did the blocking.  Helpful for
people getting frustrated by not being able to select locked items.

ed01324c1d Footprints: allow to set specific internal copper layers 
Footprints can now have a custom stackup. This means that they specify
an exact number of copper layers and the layers map 1:1 to board layers.
If the board doesn't contain that layer, the element just doesn't
show. We could make this a DRC check later on.

If there is no stackup, the behavior is the current default: a rule area
the In1 layer "expands" to all Inner layers.

0b2d4d4879 Revise Copyright statement to align with TLF 
Recommendation is to avoid using the year nomenclature as this
information is already encoded in the git repo.  Avoids needing to
repeatly update.

Also updates AUTHORS.txt from current repo with contributor names

edf13bdfd0 Add a layer pair preset list

adds the data structures, set-up UI and project file persistance.

1325de3d0d Pcbnew: allow escaping from viewport/layer preset switcher 
This allows the user to hit escape while the control key is
still pressed to cancel the switch (e.g. if they realise there
isn't a preset they actually want), rahter than having to go
back to the original entry, or select one they didn't want
and then switch again.

22b733209d Fail GAL on its header leaking audit 
Maybe we should rethink directly accessing GAL so much, but at least 600 files didn't need GAL leaked into them due to view_overlay.h

8e43409d27 Invoke correct base method in PCB_BASE_EDIT_FRAME::handleActivateEvent. 
The base class of PCB_BASE_EDIT_FRAME is PCB_BASE_FRAME. Invoking
EDA_DRAW_FRAME::handleActivateEvent in the PCB_BASE_EDIT_FRAME override
will skip the definition in PCB_BASE_FRAME.

05c414c816 Pcbnew: fix rotation angle issue in rotate commands. 
The value of this rotation was store in 2 places: the config and the editor frame.
So after changing the rotation angle from the preferences, the value in editor
frames were not updated, and the rotation angle not modified.
Now only the config value is used.

4a16c603e9 Don't bind to Alt+Tab 
The Alt key is not usable by programs under Windows and Alt+Tab is
reserved on both MSW and Linux.  Instead, we use the Shift modifier to
determine which preset to open

29cc16a4c4 Push pcbnew layer alpha change update into base frame 
This code was shared between the footprint frame and
pcb edit frame, so push it into the base edit frame.
Also remove the dummy wxUpdateUIEvents that weren't
actually being used.
