dc3a73a2fb PAD::MergePrimitivesAsPolygon(): add option to approximate circles outside the actual shape
When creating a polygon from an arc/circle, the small error due to approximation
can be now inside (when drawing/plotting the shape) or outside the circle
(when building a clearance area) like other pad shapes

393bb0fd83 Fix assert where geometry routine wasn't ready to handle layers.
This introduces layer handling to a lot of the geometry routines.
Many of them don't do much with it now, but it does help multi-layer
zones and will help when padstacks are implemented.

b5960dfb40 class D_PAD: add Copy ctor and operator =.
Due to the fact basic primitives for custom pads are now managed by
a list of pointer, the default copy ctor and default  operator = do not work
(the basic primitives list must be duplicated).
It fixes issues related to primitives list id pad edition, footprint edition
and undo/redo

441dfa30f0 Return individual custom pad shapes instead of a SHAPE_POLY_SET.
Also implements an optional pointer to return the actual distance
from all the SHAPE collision routines.

d01b29ab37 Cleanup pad geometry handling.
There were a lot of plotters, exporters, etc. that were rolling their
own implementations.

This also introduces a lazily-built set of SHAPE objects for doing
collision detection and some forms of rendering (and later DRC).

b779715996 Don't whack original pad shape when converting to custom.
Rectangles and circles convert easily, but a chamfered rectangle
(for instance) needs more careful handling.

Rename all the D_PAD::AddPrimitive methods to clean up their API,
and expose the vector<PAD_CS_PRIMITIVE> type in the python API.

c4d853c1e8 SHAPE_LINE_CHAIN: Remove element access
This is the first step to allowing non-segments in the line chain.
External routines cannot be allowed to change the line chain without
going through the internal routines.  To accomplish this, we remove the
Vertex() and Point() access routines and only leave the const versions.
Transformations are given for both points as well as the chain itself.

f2f2b4bcf9 Explode/Combine in terms of visible elements
When generating a complex pad, this allows the user to combine with a
rotated pad and explode rotated pads without needing to rotate elements
to 0 orientation first.

6bcf1839b7 pcbnew: Add arc approximation setting to board
This places the arc approximation setting in the kicad_pcb file and uses
it for all parts of the board rendering where arcs are converted to
segments.  This allows the user to customize their speed vs. accuracy
tradeoff.  The default setting of maximum error of 0.005mm is acceptable
for small boards on moderate systems.

This removes the remaining hard-coded segments counts and replaces them
with the relative error calculation where the segments per arc is
determined by the maximum error we allow (smaller arcs = fewer segments)

25f8b1ce72 pcbnew: Update multiple zone segments
Where we can get away with lower segment counts (localizing an anchor),
we keep the low-def 16 segment count.  Intermediate values and values
that are visible to the user are set to high definition.  Most are
simply hints to the inflation correction but where they show, the user
show see smooth lines.

689db4f038 Pcbnew, D_PAD::buildCustomPadPolygon(): use PM_STRICTLY_SIMPLE instead of PM_FAST in polygon calculation.
It is slightly slower, but avoid any issue in polygon generation.
