Recommendation is to avoid using the year nomenclature as this
information is already encoded in the git repo. Avoids needing to
repeatly update.
Also updates AUTHORS.txt from current repo with contributor names
We shouldn't include the kicad_build_info.h outside of the wrapper
build_info.h. Also adds an error directive to prevent re-introduction
of define dependencies
