This isn't the best possible UX (having the various modes immediately
available as graphical affordances would be best). But it's somewhat
discoverable, and at least shows the hotkey, if any, and it in the
context menu and not hidden in a toolbar right click menu. So if the
affordance-type system doesn't make it for v10, this will at least
provide something in eeschema.
This is (now) fairly easy to slot into the PCB point editor
framework.
In this mode, the endpoints adjust only the endpoints on the existing
radius. Radius can ve changed with the midpoint point. The center
point moves the arc, as in the "keep center/adjust radius and angle"
mode.

Recommendation is to avoid using the year nomenclature as this
information is already encoded in the git repo. Avoids needing to
repeatly update.

Previously, when the search panel was hidden, the focused search control
did not lose focus, causing an inability to focus on any items in the
parent window when using shortcut keys. This forces correct focus back to the edit window

Adds the initial implementation of bezier overlay
(assistant) and geometry manager. This is only
implemented in Pcbnew - the code is common, but
eeschema doesn't currently use it for any shape.

The separates it from the LAYER_SELECTOR class - deciding
what color a layer is (say) is separate to managing the
actual selection of the layer. For example, sel_layer.cpp
only needs the presentation logic. This also makes it eaiser
to compose rather than inherit.
Additonally, break out the layer pair swatch function
to this class.
This will also be needed by the layer pair manager UI.

Pcbnew can hang for a long time when undoing operations involving
large numbers of board items. This provides an interim workaround
(and replicated the behaviour of the search panel) by only
computing track statistics updates incrementally if the inspector
is displayed.

The wxComboBox drops nicely from the top of the screen, showing the full
element list, opposed to the choice widget that centers the selection
and places the list off the top of the screen if there are many
elements. This was broke for MacOS until wx3.2
