Revise Copyright statement to align with TLF
...
Recommendation is to avoid using the year nomenclature as this
information is already encoded in the git repo. Avoids needing to
repeatly update.
Also updates AUTHORS.txt from current repo with contributor names

Cleanup Graphics to parallel Cleanup Tracks & Vias.

This also allows for easier migration to DRAWSEGMENT::S_RECTs by
auto-converting 4 rectilinear lines to a rectangle.
